Budget Summary
2017-18 General Appropriations Act

Regarding Criminal and Civil Justice Agencies

The budget was passed by the Florida Legislature and awaits action by the governor.


Overview
  • Total budget for public safety agencies and courts of $5 billion (excluding pay package), approximately the same level approved by FY 2016-17 General Appropriations Act.
  • $183 million statewide for pay raises heavily weighted toward correctional and law enforcement officers.
  • Correctional officer pay raise of at least $2,500.
  • A 10% pay additive for officers certified by the American Correctional Association to work with inmates with mental illness when they are working in a mental health unit.
  • $1,000 signing bonus for officers who work at an institution experiencing greater than 10% vacancy rate.
  • 5% for other law enforcement officers.
  • Across the board pay raise for all state employees of $1,000 for employees making more than $40,000 and $1,400 for employees making $40,000 or less.

Department of Corrections
  • $18.3 million reduction to recurring base budget due to decrease in inmate population.
  • $14.4 million to convert Wakulla CI to a mental health facility.
  • $3.0 million for enhanced treatment, reentry, and post-release services at select private prisons.
  • $18 million increase for contracted health care services.
  • $ 6.5 million for facility repairs and improvements.
  • $ 1 million for increase to workforce and education programs.

Florida Department of Law Enforcement
  • $4.3 million for forensic training center in Pasco County.
  • $5.9 million to increase counterterrorism response.

Department of Juvenile Justice
  • $ 2.2 million reduction to the juvenile redirections program.
  • $5.3 million increase to implement best practices in residential commitment programs (rate increase).
  • $2.5 million increase to state share of secure detention costs.
  • $5.2 million to increase residential commitment capacity.
  • $3 million for facility repairs and improvements.
  • $2.6 million increase for PACE Centers for Girls.
  • $4.7 million increase for AMI Kids.
  • $4.2 million for detention center repairs and improvements.

State courts
  • $3.4 million for facility repairs and improvements – District Courts of Appeals.
  • $2.5 million increase for naltrexone treatment (Vivitrol).
